...Why would that make any difference at all? Why waste time on semantics and names that no one even ever really uses (seriously, are you going to go up to someone and go 'Are you that dog's guardian?' Really? Isn't the typical question 'Hey, is that dog yours?' Owner hardly even gets used.) IF they think that'll make the fuckheads who abuse animals now think twice - just because they are now a 'guardian' and not an 'owner' I think they're seriously deluded. Make punishments harsher, words don't matter.
This is similarly as pointless as retiring the Ronald McDonald clown (which represents the Ronald McDonald house, no?) because he promotes childhood obesity. Newsflash, retiring one clown isn't going to affect that all that much. The two are not directly correlated, thank you very much. If anything, more kids will want to go to McDonald's because there isn't a freaky clown around.
